Rule 52
Delegation of authority

(1) The Ministry may delegate some of its powers according to this regulation to related bodies, subordinate bodies or any authorized employees as needed.
(2) The concerned body may delegate some of the powers it has received according to this regulation to a subordinate body or an authorized employee as needed. But the concerned body will not delegate the authority in the matter of sending its opinion to the ministry.
